Ur Site Ctr must be between 0 to 15 ..it should not be more than 15 if u want to get payment... CTR Is Calculated in this manner
if ur site is seen by 100 members and out of 100 members u get 15 clicks ur ctr is 15% like that if 200 people see ur site and u get only 20 clicks your ctr will be 10%.
